District VII, the old Jewish Quarter where every ruin bar you have heard of sits, has spent years trying to get its nights under control. A referendum on forcing bars to close between midnight and 6 a.m. drew about 6,900 votes from 43,500 eligible residents, failed on turnout, and the bars kept their hours. The pressure did not go away, and pub crawl operators there now say plainly that organized crawls are not permitted, including ones relabelled as guided night walks. The bars themselves are untouched, and they remain the reason to come. Szimpla Kert started the ruin bar phenomenon in a derelict building and holds up despite the crowds, and Instant-Fogas runs a bigger, louder operation nearby. Kazinczy utca and the streets around it hold most of the rest. The street is where a group gets caught rather than the bars: public drinking, shouting and visible drunkenness carry fines here, and the noise rules after 10 p.m. are enforced. The thermal baths are the real Budapest advantage and the best hangover infrastructure on this list. Build the second morning around one. **Best for:** a group that wants the ruin bar night out and can move between venues without drawing attention. ## Riga, Latvia - Cheap, Uncrowded And Home To One Specific Scam Riga is the value pick on this list and the one that needs a warning attached. The old town is beautiful, the beer is cheap, and it is nowhere near as saturated as Prague. The warning is specific enough to be useful. On and around Kalku iela, the main pedestrian street, a long-running scam works like this: a woman approaches a group and suggests a bar she knows nearby, and the bill that arrives is several hundred euros instead of twenty, with door staff on hand to explain that the bill is the bill. UK government travel advice for Latvia warns that tourists have been overcharged for drinks, and separately that drink spiking happens in Riga. The defense is absolute - never enter a bar you did not choose yourself. Worth knowing before you book: some Riga properties state plainly that they do not accept stag bookings. Sort accommodation first and confirm the group is welcome in writing. **Best for:** a group that has done the obvious circuit and wants somewhere cheaper and quieter, with a briefing on night one. ## Four More Worth Putting On The Shortlist Each solves a problem the six above do not. - **Tallinn, Estonia** - a pint runs around two euros twenty inside a UNESCO-listed medieval old town, and the stag infrastructure is thinner than Prague's. A group that wants to be in a club at 3 a.m. belongs in Ayia Napa and will be bored in Copenhagen. Guys in their late thirties with a golf bag between them belong in Edinburgh and will resent Magaluf. Warsaw and Tallinn will cover a night for what a single central London round costs, and that difference compounds across four nights and twelve people. Reverse those two steps and you get three guys dropping out a month before. ### Check What The City Has Changed Since Anyone Last Went This is the step that did not exist five years ago and now decides the trip. Amsterdam ran ads aimed at British men aged eighteen to thirty-five, triggered by searches like "stag party Amsterdam", showing them arrests and ambulances and asking them to stay away. Prague banned the agency-run crawl outright. The Balearics did the same and stopped shop alcohol sales at 9:30 p.m. None of that makes those places impossible, but all of it makes a recommendation from someone's 2018 trip worthless. ### Book The Bed Before The Bar Accommodation is the one booking that can refuse you, and most groups leave it until last. Confirm in writing that the property takes stag groups, get everyone under one roof, and only then fill the itinerary.
